FOUNDATION TIER

The Foundation Tier is the starting point for every Sheepdog Sentinel engagement. It establishes the security baseline your congregation needs before any training or program development can be effective. Congregations pursuing the Development or Enterprise Tier will complete Foundation Tier work as part of that engagement if it has not already been completed.

Safety and Security Assessment

A comprehensive evaluation of your facility, policies, and team capabilities. We identify vulnerabilities, review existing protocols, and deliver a clear, prioritized action plan your leadership can act on immediately.

Emergency Operations and Protection Plan (EOPP)

A custom, congregation-specific EOPP covering threat scenarios, communication protocols, roles and responsibilities, and response procedures. Built for your people, your space, and your mission.

DEVELOPMENT TIER

The Development Tier builds directly on the Foundation Tier. Congregations must have a completed Safety and Security Assessment and EOPP in place before Development Tier services are delivered. If your congregation has not yet completed the Foundation Tier, it will be scoped and included as part of your Development engagement.

Safety Team Training and Development

Structured training for your Safety and Security Team covering situational awareness, de-escalation, threat recognition, and response coordination. Grounded in proven law enforcement and military tradecraft and anti-terrorism and force protection measures adapted for the church environment.

Rules of Engagement Documentation

Clear, legally informed guidance defining how your team responds to threats at every level. Reduces hesitation, protects your congregation, and gives your volunteers the confidence to act decisively.

Behavioral Threat Assessment and Management (BTAM) Integration

Training and protocols that help your team identify concerning behavior before it escalates. We help you build a culture of calm, informed observation rather than reactive response.

ENTERPRISE TIER

The Enterprise Tier is designed for congregations with a mature Foundation and Development program already in place or for those ready to build a comprehensive program from the ground up under a single engagement. If your congregation has not completed Foundation or Development Tier work, it will be scoped and included as part of your Enterprise engagement.

Ongoing Safety Program Management

For congregations that want a sustained, maturing program. Includes quarterly reviews, scenario-based exercises, policy updates, and continuous improvement support from a dedicated consultant.

Multi-Site Coordination

Security strategy and training coordinated across multiple campuses or affiliated congregations, ensuring consistency, communication, and unified response capability.

ADD-ON SERVICES

Add-on services are available to congregations at any tier, either as supplements to an existing engagement or as standalone services where noted.

Safety and Security Assessment (Standalone)

Available as a standalone service for congregations that want a professional vulnerability assessment and action plan before committing to a full tier engagement. Ideal as a first step for leadership teams exploring their options.

Active Threat Response Workshop

A scenario-based workshop for the full congregation or leadership team, covering Run, Hide, Fight principles, communication under stress, and post-incident care.

Pistol Qualification Development Course

A curriculum-focused course for Safety Team leaders responsible for building or formalizing a qualification program. Covers course of fire design, performance standards, legal considerations, documentation requirements, and the key decisions your organization must make before putting armed members on the floor.

Pistol Qualification Course (Armed Team Members)

A structured qualification course for congregations with armed Safety Team members. Covers marksmanship standards, safe handling, legal considerations, and shoot and no-shoot judgment.

Medical Support Team Development

A structured framework for establishing or strengthening your congregation’s first-responder medical capability. Includes volunteer role definition, radio and equipment protocols, emergency response procedures, coordination with your Safety and Security Team, and annual training requirements. Designed for congregations with medical professionals in the pew who are willing to serve, but need a plan that makes their service effective, coordinated, and documented.

Leadership Consultation (Single Session)

A focused session for senior pastors, elders, or executive staff to assess readiness, ask hard questions, and get honest, experienced guidance before committing to a full program.

Annual EOPP Review and Update

An annual review of your existing Emergency Operations and Protection Plan to ensure it reflects current threats, personnel changes, facility updates, and lessons learned from exercises or incidents.

On-Call Advisory Retainer

Ongoing access to Sheepdog Sentinel for questions, incident consultation, policy review, and leadership guidance. Billed monthly. Ideal for congregations that want a trusted security advisor available year-round without a full program management commitment.
